Should my NY S-corp or partnership elect PTET?

Almost certainly yes. NY's pass-through entity tax election lets the entity pay state tax (deductible at the federal level) and gives owners a refundable credit — effectively working around the $10K SALT cap. The election must be made by March 15 each year and is irrevocable.

Does my NYC CPA file my city return separately?

Yes. NYC has its own returns separate from NY State — NYC-202 (UBT), NYC-2 (Business Corporation Tax), and NYC-1127 (city tax for nonresident NYC employees). Any qualified NYC CPA handles these alongside the NY State return.
